Consumer of Electricity, or Consumer? (India)

Are electricity users, consumers of electricity or consumers? This was the question asked by the Supreme Court in New Delhi recently. It seems that the law is unclear on whether someone who uses electricity is a consumer and therefore has the same rights as any consumer under the Consumer Protection Act,
